Role Overview
The Senior Officer Business Support is a fundamental operational role, working to proactively manage the flow of information and provide appropriate specialist advice, responses and report writing. The Senior Officer Business Support will provide high level support to the Water/Wastewater team and includes ensuring business and emergency management obligations are fully met.
The Senior Officer Business Support will liaise directly with a variety of staff, clients, key stakeholders, regulatory and industry bodies to coordinate the strategic and operational objectives of the Water/Wastewater Services. The Senior Officer Business Support is to maintain a focus on customers and continuous improvement outcomes.
What we are looking for:
- Research, evaluate and make well informed recommendations to the Senior Management of the Water/Wastewater branch on proposals relating to a broad range of subjects and projects including those of a technical nature.
- Investigate, collate, monitor and evaluate information and make recommendations to provide reports on key performance indicators and outcomes including business unit performance monitoring and reporting.
- Stakeholder engagement and communication, engaging with and demonstrating an understanding of the needs of all stakeholders to contribute to the delivery of key organisational imperatives, capital projects and escalated customer complaints.
- Customer Liaison (domestic and commercial customers, internal service providers, industry regulators and other Council stakeholders) and internal service level agreement management and monitoring including coordination of staff members and contractors.
- Deliver service excellence to our customers, regulators and the community by implementing key initiatives, projects and service delivery activities as defined by Corporate and Operational Plans.
- Participate in the development of Corporate and Operational Plans. In particular Branch strategies for Commercial performance, Customer outcomes, Environmental Performance, Public and Staff Safety performance.
- Implement and deliver corporate contract development, tendering and contract administration management adhering to Council’s contracting arrangements to ensure consistency of documentation and compliance with policies and procedures.
- Monitor Commercial agreements including Recycled Water Agreements, Commercial in Confidence Agreements and other Agreements as they become applicable.
Essential Knowledge & Skills:
- High level interpersonal and communication skills including the ability to prepare quality reports and briefings.
- Demonstrated ability in negotiation and stakeholder engagement to facilitate positive outcomes with a diverse range of customers and stakeholders.
- Demonstrated ability in the handling of personal and sensitive information and careful consideration to privacy and confidentiality when developing and enacting processes.
- Excellent research, analytical and problem solving skills and has the demonstrated ability to interpret meaning from data to inform decision makers
- Demonstrated ability to work as part of an integrated team, as well as the ability to work independently, exercise initiative.
- Demonstrated ability to plan, prioritise and organise workloads to achieve goals and meet deadlines including dealing with competing demands and managing multiple projects and tasks.
- Demonstrated experience in the provision of procurement and contracts support, including the use of financial systems.
Essential Requirements:
- Queensland ‘C’ Class driver’s licence that is current and maintained
Desirable Requirements:
- Knowledge of the role of Local Government and the Australian water industry.
- Demonstrated high level knowledge of relevant legislative requirements, policies and procedures pertaining to the Water Industry, document preparation skills, negotiation, consultation, facilitation and effective written and oral communication skills.
