Remuneration: Annual salary commencing at $122,408, plus up to 13% superannuation

Role Overview

To develop procurement policy and procedures, advise stakeholders on procurement processes to ensure compliance with relevant acts and regulations, to ensure timely payment of creditor invoices and management of inventory.  The position also provides governance oversight of council’s procurement activities.

Essential Knowledge & Skills:

  • Tertiary Qualifications and/or recognised Government training (for example Queensland Government Procurement Competencies to level 4/5) in a procurement field and equivalent 5 years minimum experience in procurement.
  • A detailed knowledge of the Local Government Act 2009 and the Local Government Regulation 2012 with regards to procurement and other applicable Australian Standards.
  • Excellent interpersonal, communications and organisational skills to effectively engage your team and maintain constructive and collaborative relationships with internal and external relevant stakeholders.
  • Demonstrated skill in budget preparation and monitoring expenditure.
  • Demonstrated knowledge of computerised financial accounting systems, including a thorough knowledge of purchasing, inventory control, costing and creditors.
  • Queensland ‘C’ Class driver’s licence that is current and maintained.

 Essential Requirements: 

  • Develop, implement, and annually review council’s Procurement Policy in accordance with legislation.
  • Develop strategic procurement plans in consultation with responsible managers and Accounting Services officers.
  • Provide accurate and timely advice (including training) to stakeholders for the development of tenders, contracts, reports and business cases and delivery, to ensure compliance with legislation, standards, Council’s risk management framework, and procurement best practices.
  • Develop, implement, and review procurement templates and procurement training to ensure procure to pay processes are consistent across the organisation.
  • Introduce and maintain strategies to ensure continuity of supply of inventory items and their supply chains, including timely stocktakes to ensure inventory levels are maintained to meet customer needs.
  • Provide leadership and ensure staff development for effective governance with regard to the procure to pay workflow processes.
  • Lead continuous improvement programs with regard to procurement protocol and processes to ensure customer service is maintained at the highest possible standard and timely to customer requirements.
  • Provide oversight of council’s procurement activities to ensure legislative compliance and regularly report to the Executive Leadership Team on non-conformances against both the legislative framework and council’s policies and procedures.
