Role Overview

This role provides oversight for a range of functions, and as such is responsible and accountable for the leadership, management, and balance of both strategic and operational delivery within the ambit of this role.  This role reports directly to the Director Corporate Services and operates at a senior management leadership level in alignment with Council values and transparency in the way work is performed and delivered.

 Essential Knowledge & Skills:

  • Bachelor degree in Accounting, Commerce or Business
  • Strong transformational leadership and management skills capable of inspiring vision and direction to position the Finance Branch to meet its objectives required to deliver on Council’s corporate plan and its vision for the region and the community.
  • Demonstrated experience in the preparation of end of year financial statements and the preparation and review of annual budgets and performance against budget in a large complex organisation.
  • High level interpersonal and communication skills with a proven ability to effectively consult, negotiate and resolve conflict in order to influence, advocate or enable change while building and maintaining positive relationships.
  • Proven ability in contemporary practices in project management, financial management, business development, change management and human resource management fostering a workplace culture reflective of the corporate values.
  • Demonstrated record of articulating and driving the implementation of strategies that align with organisational vision and purpose, including the ability to develop and manage strategic systems and processes.
  • Queensland ‘C’ Class driver’s licence that is current and maintained

Essential Requirements:

  • Oversee the preparation and delivery of Council’s annual budget, financial statements and monthly financial and management reporting.
  • Lead a program of reform to reset Council’s budget and financial planning processes, with an emphasis on contemporary priority-based budgeting and improved reporting tools.
  • Provide strategic advice to the CEO, broader Leadership Team and Council to enable evidence-based decision-making and long-term sustainability.
  • Manage relationship with the Queensland Audit Office and ensure full compliance with financial legislation and accounting standards.
  • Contribute to major Council-wide initiatives, including service level reviews, capital works planning, long-term financial plan forecasting and enterprise resource planning (ERP) system upgrades.   Develop relevant frameworks, systems and management policies and procedures collaboratively to support sustainable service delivery and appropriate internal controls.
