Role Overview

The Officer Technical Road Maintenance and Planning position is a key member of the Road Operations team, responsible for leading the delivery of Council’s road and asset inspection program. The role ensures inspections are completed efficiently, accurately, and in accordance with required service levels. A core element of this position is analysing defect backlogs to develop a forward works program that supports the Roads and Drainage maintenance teams in planning and prioritising reactive, preventative, predictive, and planned maintenance activities.

The position has indirect responsibility for the Road Inspectors, providing day‑to‑day guidance, direction, and oversight of their operational tasks to ensure inspections and related activities are delivered consistently and to standard.

In addition, the role contributes to operational effectiveness through workflow development, quality assurance activities, contractor engagement processes, and the preparation of reports. The Officer Technical Road Maintenance and Planning position also provides technical support to other units within the Directorate as required, fostering positive stakeholder relationships and supporting continuous improvement in maintenance practices and customer service delivery.

Essential Knowledge & Skills: 

  • Practical knowledge of industry best practices for maintenance treatment selection, workflow and work practice including strategy, costings, scheduling, programming and timing.
  • Practical experience in supervision and management of civil works contracts.
  • Demonstrated experience in industry best practise road maintenance activities.
  • Understanding quality assurance in civil works.
  • Understanding of road materials and production.
  • Strong written and verbal communication skills.
  • High level of computer literacy and experience in using handheld computer devices.
  • Demonstrated ability to implement and foster a customer service culture.
  • Queensland ‘C’ Class driver’s licence or above that is current and maintained.
  • Construction Industry White/Blue card.

Essential Requirements: 

  • Assist in the development and implementation of a routine inspection schedule on Council roads and infrastructure assets. 
  • Develop road maintenance operational workflows and managing activities to ensure efficiency in meeting the demands of council’s forward planning and maintenance activities including planning and procurement of works and materials.
  • Prepare procurement documentation for external contractor pricing, review of contractor responses prior to engagement for work and sub-contractor management and supervision.   
  • Provide technical support to the Operations Roads and Drainage team and support the ongoing implementation of a mobile computing solution.
  • Assist in the implementation of quality assurance system across the Operations Road and Drainage teams.
  • Investigate, collate, monitor and evaluate information to provide reports on key performance indicators and outcomes of Operations Roads and Drainage teams.
  • Investigate customer requests through the Customer Request Management (CRM) System and respond to customer enquiries where required.
  • Foster a positive relationship with all key stakeholders.
  • Support and promote a positive and cooperative team environment which fosters creative problem solving and shared learning.
  • Maintain a positive organisational image which promotes good customer relations and maximises the provision of a high level of service to enhance customer experience.
  • General administrative tasks exercising sound judgement, initiative and confidentiality including an ongoing review of systems and processes within the unit as part of a continuous improvement process.
  • Assist the Road Operations team with road corridor management and traffic operation duties to ensure the effective and efficient delivery of these tasks as required.
