Senior Development Engineer

Remuneration: Annual salary commencing at $104,662, plus up to 14% superannuation

Role Overview

To effectively and efficiently perform duties at a senior level within the Development Engineering Section of Council with a focus on providing high quality expert engineering assessment of development applications and development permits, with timely delivery of advice to internal and external stakeholders and the general public. The position is also required to undertake regular onsite inspections of approved development works to ensure compliance with required standards.

Essential Knowledge & Skills: 

  • Bachelor Degree in Civil Engineering or other relevant tertiary qualifications with more than 5 years’ experience in development engineering and demonstrated experience in a senior role within a development engineering environment.
  • Extensive civil engineering experience aligned to development assessment in a Local Government environment, with a focus on the design, layout and construction of roads and drainage, vehicle parking, driveway and access areas, stormwater drainage and flooding, earthworks and infrastructure.
  • Knowledge of construction standards and methods, and experience in administering civil construction by developers and contractors.
  • High level demonstrated ability to interpret and apply the use of engineering principles, standards, specifications and codes, including IPWEAQ and Austroads standards, TMR Road Planning and Design Manual and Technical Specifications, QLD Urban Drainage Manual and Queensland Streets.
  • Proven ability to lead, research and solve technical and operational problems in conjunction with internal and external stakeholders, and to facilitate the timely progression or resolution of engineering matters arising from development applications or approvals.
  • Well-developed written and oral communication skills with an ability to provide clear and consistent engineering advice, written instructions, reports and correspondence for both internal and external customers in relation to application requirements, the Council’s Planning Scheme and relevant legislation, regulations, standards and codes.
  • Demonstrated time management skills to facilitate effective prioritisation and efficient assessment of a variety of concurrent development applications and projects.
  • Strong interpersonal communication skills to meet the needs of a range of internal and external stakeholders with the ability to work in a positive team environment communicating and engaging effectively at all levels.
  • Queensland ‘C’ Class driver’s licence that is current and maintained.
  • Construction Industry White/Blue card.

Essential Requirements: 

  • Perform expert engineering assessment of planning development applications, including Operational Work, working effectively and collaboratively with the Development Assessment team and wider internal council stakeholders to ensure the delivery of timely assessment responses within legislated timeframes to meet statutory requirements.
  • Provide expert verbal and written engineering advice to applicants, internal and external stakeholders, and the general public in relation to the assessment of development applications, planning scheme provisions, and wider engineering standards related to the use and development of land.
  • Attend pre-application meetings or development related meetings to provide expert verbal and/or written advice in the engineering aspects of development in the areas of road and transport infrastructure, storm water and flooding, road and earthwork design;
  • Evaluate submitted and revised engineering drawings and associated documentation/reports of private and public infrastructure, as-constructed documentation and information, final survey plans and community management scheme/strata plans against development permit conditions and engineering standards.
  • Assist with the supervision of the construction phase of approved operational work including the necessary documentation management and endorsement processes, and regulate the delivery of approved operational work and development construction by undertaking scheduled onsite inspections ensuring full compliance with approval requirements and Council standards.
  • Manage and record information regarding assessments, assessment notes, conditions of approval and decisions made using approved council electronic management systems. Perform other related administrative functions including activities relating to engineering drawings, bonds and bank guarantees, and respond to assigned customer action requests within council customer service standard timeframes.
  • Support the Co-ordinator Development Engineering by providing technical, strategic, financial and business planning assistance to ensure service delivery that meets community expectations with a focus on customer service and continuous improvement.
  • Provide high level support, mentoring and guidance to assist the wider Development Engineering team including limited supervision of the Cadet – Development Engineering.

Desirable Knowledge/Skills/Qualifications Criteria:

  • Training - Traffic Management Implementation
  • Training – Confined Spaces
  • Registration as an RPEQ.
  • Experience in statutory planning assessments.
  • Experience in a similar role within local government or private sector.
  • Experience/knowledge of Erosion & Sediment Control measures.
  • Use of software such as CAD, Objective Trapeze or similar.
