Coordinator Growth Management

Role Overview
The Coordinator Growth Management Team is responsible for leading and delivering Council’s growth management, land supply and development sequencing programs to support the Planning Scheme and long‑term infrastructure delivery.
The role focuses on translating strategic growth directions into coordinated, implementable outcomes, including growth management strategies, structure planning for priority growth areas, land supply monitoring, infrastructure alignment and stakeholder engagement with community, State agencies and industry.
The position provides expert advice to Council on growth readiness, sequencing and development capacity, and leads the delivery of growth management, structure planning and strategic land use projects.
The role focuses on operational and strategic growth projects, including planning studies, investigations and framework development. Delivery of capital works infrastructure remains the responsibility of Council’s Capital Delivery Team, with this role providing input to scope, timing, sequencing and alignment with growth outcomes.
Essential Knowledge & Skills:
- Degree or post‑graduate qualification in Urban Planning, Development Management or similar field of expertise.
- Demonstrated experience in growth management, structure planning or strategic land‑use planning within a government or similar environment
- Strong knowledge of the legislative planning framework, including the Planning Act, State planning instruments and Gympie Regional Council planning scheme.
- Experience interpreting development outcomes and market trends to inform land supply, housing delivery and growth management strategies.
- Extensive experience in managing complex, multi‑disciplinary projects involving land use planning, infrastructure and stakeholder coordination.
- Highly developed, interpersonal and communication skills with the ability to negotiate outcomes, collaborate and work constructively with Councillors and senior management within the organisation and external government agencies.
- Demonstrated ability to manage significant strategic planning projects with multiple stakeholders and deliver on time and within budget.
- Highly developed written communication skills to facilitate policy deliberations including report preparation for Council meetings and correspondence to external government agencies.
- Queensland C class driver’s licence or above that is current and maintained.
Essential Requirements:
- Lead and coordinate the preparation, enhancement and implementation of Council’s growth management frameworks, including land supply analysis, sequencing and prioritisation.
- Manage and deliver growth management and strategic planning projects, including structure planning, investigations and supporting studies, delivered through internal resources and external consultants.
- Responsible for coordinating and delivering Council’s growth management program within agreed strategic direction, including advising on priorities, sequencing and delivery risks.
- Lead technical authority within the growth management and development sequencing work functions.
- Coordinate growth‑related inputs into the Planning Scheme, planning studies and supporting policy documents.
- Provide strategic planning input to development assessment outcomes, including reviewing major applications, identifying emerging trends, and ensuring alignment between approved development and long-term growth management objectives.
- Provide input into the planning, prioritisation and sequencing of capital infrastructure projects, ensuring alignment between growth areas and infrastructure delivery, while working collaboratively Council’s Capital Delivery Team and asset management functions.
- Work collaboratively with infrastructure, finance and asset management teams to ensure alignment between land use and infrastructure planning.
- Manage major growth and development projects delivered through internal resources and external specialist consultants.
- Develop and maintain productive working relationships with State Government agencies, utilities, infrastructure providers and industry stakeholders.
- Monitor development activity, approvals and delivery constraints to inform land supply, infrastructure planning and growth sequencing decisions.
- Provide expert advice to senior management and Council on growth readiness, development capacity and delivery risks.
- Coordinate community and stakeholder engagement processes relevant to growth management and structure planning.
- Exercises professional judgement in resolving complex growth management issues within delegated authority.
- Contribute to, and coordinate, budget bids, funding submissions, expenditure tracking and financial reporting for growth management and structure planning projects/
- Support continuous improvement initiatives to strengthen growth planning, data management and decision‑making processes.
- Provide day‑to‑day professional leadership, mentoring and technical guidance to team members and project resources.
