Remuneration: Annual salary commencing at $98,049.12 plus up to 13% superannuation

Role Overview

The position will play a key role in overseeing Council's regulatory services functions and coordinating the strategic operations in the regulatory services programme, championing effective regulatory management across the organisation and the community.

What we are looking for

We are seeking a qualified and experienced candidate, who has the skill and communication style to lead and mentor a team of Regulatory Services Officers.  Success in this role will mean that you will have the ability to guide, educate and influence customers, critically in escalated non-compliance matters. 

Critical to success will be experience and expertise in coordinating, mentoring and reviewing the progress of investigations into non-compliance matters and CRM management regarding domestic animal-related complaints, noise complaints, overgrown allotment complaints, and especially in terms of protracted, complex, and/or sensitive non-compliance matters.  You will also be responsible for providing specialist advice on policy, procedures and business improvement strategies and their effectiveness, along with providing quality and timely reports and briefing notes as required.  You will also be responsible for managing the budget for the regulatory services team and contributing to budget processes for the Compliance branch.

To be considered, you must have:

  • Formal qualification in law enforcement or statutory compliance (or equivalent field) and a minimum of 5 years’ experience in a regulatory services environment.
  • Demonstrated ability in leadership and management of work teams including the ability to build productive working relationships through effective communication techniques.
  • Proven ability to implement and foster a continuous improvement and customer service culture within teams.
  • Comprehensive knowledge of, and experience in, leading investigations into breaches of legislation.
  • A detailed understanding of obtaining evidence, interviewing suspects/witnesses and preparing briefs of evidence for court and the ability to provide timely and accurate advice to Legal Practitioners.
  • A comprehensive knowledge of relevant legislation, with proven ability to interpret statutes, policies, regulations and guidelines relating to local government licensing and regulatory compliance in Queensland.
  • High level analytical, problem solving and decision-making skills with the proven ability to solve complex problems, negotiate outcomes and effectively manage protracted issues with a customer centric focus.
  • The proven ability to provide authoritative written and verbal advice to management, supervisors and subordinate staff.
  • Demonstrated experience in appearing in court and presenting evidence in a professional manner.

Highly regarded will be:

  • Formal qualification in Management or Business Administration.
  • Formal qualification in Government Investigations and/or relevant formal investigation qualifications.
